In the article by Koonce (2017) ‘Taking Sides: Clashing Views on Educational Issues-
Expanded,’ teacher unions as a stakeholder are discussed. In this reading, the issue at hand is the
question of whether teacher preparation and licensing should be regulated by the government.
There are two claims made by James Cibulka, the proponent, and David Chard, the opponent.
The two have differing claims concerning the issue. James Cibulka supports the idea of
government regulation on teacher preparation and licensing in his paper, Strengthen State
Oversight of Teacher Preparation (2013). He claims that government regulation is needed on
teacher preparedness and licensing since it will ensure that candidate and the program qualities
associated with the education sector will be efficient and result in more favorable learning
environments for the students (Koonce, 2017). This government regulation according to the
article will enable the production of teachers who are effectively successful in ensuring high
academic excellence among students. This argument is based on the fact that lack of consistent
success in academics in the United States was blamed on the students themselves, their parents
and the teachers.
In contrast, government involvement in regulating teachers has been opposed by David
Chard who argues that there is no evidence of any benefit accrued as a result of this regulation.
In his perspective, the regulation does not guarantee high-quality teachers. The teacher
regulatory bodies such as the Council for Accreditation of Education Preparedness (CAEP) and
Teacher Education Accreditation Council (TEAC) have taken the blame for the issuance of
scathing indictments to schools and teachers (Koonce, 2017). Some educators criticized the
methodologies of these reports.

HOW GOOD IS THE ARGUMENT 3
In my opinion, there should be government regulation on teacher preparedness and
licensing. I believe that every aspect of a country, including education, should be the subject of
government regulation to avoid misuse, misappropriation, fraud and poor quality.
